2011 y?l?nda ba?layan Arap Bahar?’yla birlikte uluslararas? göç hareketleri yepyeni bir ivme kazanm??, ya?ad?klar? ülkelerin bask?c? rejimlerinden kurtulmak isteyen insanlar “zorunlu göç” olarak nitelendirilen bir göç sürecinin öznelerine dönü?mü?lerdir. Bu süreçten en büyük pay? Türkiye alm??, k?sa sürede içinde yüzbinlerce Suriyelinin göçüyle birlikte nüfus h?zla artm??t?r. Sosyal, ekonomik, siyasal ve kültürel bak?mlardan bir sürü sorunu beraberinde getiren bu süreç kamuoyunda ve literatürde ço?unlukla ele?tirel bir ba?lamda ele al?nmaktad?r. Bu ele?tirilerde dile getirilen noktalar?n birço?u anla??l?r olmakla birlikte kal?c?l??a do?ru evrilen bu nüfusun sahip oldu?u ekonomik potansiyeli de göz ard? etmemek gerekir. Bu çal??mada öncelikle göç olgusu ve Türkiye’nin göç politikalar?na ili?kin k?sa bir de?erlendirme yap?lacak, ard?ndan bu yeni nüfusun i?gücü piyasalar? üzerindeki mevcut ve potansiyel etkilerine de?inilecektir. Ampirik veriler konuyla ilgili olarak yap?lm?? ba?ka ara?t?rmalardan derlenmi?tir.

Abstract

With the Arab Spring that began in 2011, international migration movements gained a whole new momentum, and people wanting to escape the oppressive regimes of their countries became subjects of a migration process termed as "forced migration." Turkey has borne the largest burden in this process, experiencing a rapid population increase due to the influx of hundreds of thousands of Syrians in a short period. This development, which has introduced a wide range of social, economic, political and cultural challenges, has predominantly been approached from critical perspective in both public discourse and academic literature. While many of these criticisms are understandable, it is equally important to recognize the economic potential of this population, which is increasingly taking on a permanent character. This study first provides a brief assessment of the phenomenon of migration and Turkey’s migration policies and subsequently examines the current and potential impacts of this new population on labour markets. The empirical data utilized in this analysis have been compiled from previous studies conducted on the subject.
