Öz/Özet

Kendi i?ini kurmaya yönelik programlar, kamu istihdam kurumlar? arac?l???yla dezavantajl? gruplar?n i?gücü piyasas? ile entegrasyonunu sa?layan aktif i?gücü piyasas? programlar? aras?nda yer almaktad?r. Bu çal??man?n amac?, Türkiye ?? Kurumu taraf?ndan yürütülen aktif i?gücü piyasas? politikalar? çerçevesinde kendi i?ini kurmak isteyen engelli ve eski hükümlülere yönelik hibe deste?i programlar?n? de?erlendirmek, uygulama sonuçlar?n? irdelemek, uygulama sonuçlar?ndan hareketle hibe program?n?n amaca daha uygun ve etkin sonuçlar vermesi için al?nmas? gereken tedbirler ve önerileri tart??makt?r. Bu amaç do?rultusunda, Bursa ilinde hibe program?na ba?vuran ve kendi i?ini kuran engelli ve eski hükümlüler ile yüz yüze derinlemesine görü?meler gerçekle?tirilmi?tir. Ara?t?rmada, engelli ve eski hükümlülerin hibeye ba?vuru, i? kurma ve i?i yürütme süreçleri olmak üzere süreç üç ayr? boyutta irdelenmi?tir. Ara?t?rman?n sonuçlar?na göre, ba?vuru sahiplerinin hibeye ba?vuru a?amas?nda idari prosedürlerin haz?rlanmas? ve tamamlanmas?nda çe?itli zorlukla kar??la?t?klar? ortaya ç?kmaktad?r. ?? kurma sürecinde, ba?vuru sahiplerinin ba?lang?ç ve kurulu? sermayelerinin olmamas? veya yetersizli?i, ba?vuru say?s?n? azaltmakla birlikte süreç içinde borçlanma ihtiyac?n? do?urmaktad?r. Engelli ve eski hükümlülerin kendi i?lerini yürütme sürecinde ise; hem yeterli ve sürekli gelir yaratma, hem de kendileri d???nda kay?tl? istihdam yaratma konusunda sorunlar ile kar??la?t?klar? sonucuna ula??lm??t?r. Alan ara?t?rmas?n?n sonuçlar?, yararlan?c?lar?n hibe program?n?n her a?amas?nda kurumsal deste?e ve özellikle i?lerin yürütülmesi sürecinde “itici-h?zland?r?c?” deste?e ihtiyac?n?n oldu?una i?aret etmektedir.

Abstract

Programmes aimed at starting one's own business are among active labour market programmes that facilitate the integration of disadvantaged groups into the labour market through public employment agencies. The purpose of this study is to evaluate grant support programs targeting disabled individuals and former convicts who wish to start their own businesses within the framework of active labour market policies implemented by the Turkish Employment Agency, to examine the implementation results, and to discuss measures and recommendations necessary to ensure that the grant program achieves more suitable and effective outcomes based on the implementation results. In line with this purpose, in-depth face-to-face interviews were conducted with disabled individuals and former convicts who applied to the grant program and established their own businesses in the province of Bursa. In the research, the process was examined in three separate dimensions: the application process, the process of establishing a business, and the process of running the business, for disabled individuals and former convicts. According to the results of the research, it is revealed that applicants encounter various difficulties in preparing and completing administrative procedures during the application phase. In the process of establishing a business, the lack or insufficiency of initial and start-up capital for applicants not only reduces the number of applications but also creates the need for borrowing during the process. In the process of running their own businesses, disabled individuals and former convicts face problems both in generating sufficient and steady income and in creating formal employment opportunities other than themselves. The results of the field research indicate that beneficiaries need institutional support at every stage of the grant program and particularly require "push-accelerator" support during the execution of businesses.
