Öz/Özet

Günümüzde çalışma ortamı, çalışma koÅŸulları ve iÅŸ güvenliÄŸi büyük önem arz etmektedir. Bunun önemi çalışanların refahını ve verimliliÄŸini artırmanın yanı sıra toplumların genel saÄŸlık ve refah düzeyini de olumlu yönde etkilemesidir.  Bu nedenle birçok ülkede iÅŸletmelerin, iÅŸyerlerinin düzenli denetlenmesi için iÅŸ teftiÅŸ sistemleri geliÅŸtirilmiÅŸtir. Gerek ulusal gerekse uluslararası düzlemde iÅŸ teftiÅŸi yapıları genel itibariyle iki tür teftiÅŸ sistemini ihtiva edecek ÅŸekilde kurgulanmış olup çalışma piyasası içerisinde uygulama bu doÄŸrultuda sürdürülmektedir. Söz konusu teftiÅŸ sistemleri; iÅŸ saÄŸlığı ve güvenliÄŸi yönünden gerçekleÅŸtirilen denetimlere iliÅŸkin teftiÅŸ sistemleri ile iÅŸin yürütümü yönünden gerçekleÅŸtirilen denetimlere iliÅŸkin teftiÅŸ sistemleri, ÅŸeklindedir.  Bu çalışma Türkiye ile Avrupa BirliÄŸi’nin köklü ve yaÅŸlı büyük ekonomili ülkeleri olan Almanya, Fransa ve Ä°talya’nın iÅŸ teftiÅŸi sistemlerine odaklanmış olup sadece iÅŸin yürütümü yönünden iÅŸ teftiÅŸi sistemlerinin karşılaÅŸtırılmasını yaparak iÅŸ teftiÅŸ sistemimize katkı saÄŸlayacak sonuç ve önerilere yer verecektir. Çalışma, doküman incelemesi veri toplama tekniÄŸi ile yapılmıştır. Bu çalışma ile iÅŸin yürütümü yönünden iÅŸ teftiÅŸ sisteminin önemi vurgulanarak bu alanda yapılması planlanan araÅŸtırmalara ve literatüre katkı saÄŸlamak amaçlanmaktadır.

Abstract

Nowadays working environment, working conditions and occupational safety are of great importance. The importance of this is to increase the welfare and productivity of employees, as well as positively affect the general health and welfare level of societies. For this reason, labor inspection systems have been developed in many countries for regular inspection of businesses and workplaces. Both national and international labor inspection structures are generally designed to include two types of inspection systems, and the practice in the labor market continues in this direction. Inspection systems are in the form of inspection systems related to inspections made in terms of occupational health and safety and inspection systems related to inspections made in terms of work rules of execution. This study focuses on the labor inspection systems of Germany, France and Italy, which are the deep-rooted and aged big economy countries of the European Union and will only include results and suggestions that will contribute to our labor inspection system by comparing the labor inspection systems in terms of work rules of execution.  The study was conducted with the document analysis data collection technique. With this study, it is aimed to contribute to the research and literature planned to be done in this field by emphasizing the importance of the labor inspection system in terms of work rules of execution.
